Developing characters is a big part of animation. First you wait until something gets into your mind, then you just draw and draw and draw until you get it how you want it. There are many trials and errors before you are satisfied. After you are happy with what you have, you must develop things like how they walk, how they talk, and simple expressions like a thumbs up or frowning eyebrows.
